are cpu coolers supposed to spin on the spot

Hi there I have just put together my first ever pc build with a zalman CNPS12X and after I installed it correctly and tightly it spins from left to right is this normal?

It should not move at all, it should mount very tight, I have this same cooler.

Did you make sure you used the correct mounting adapter and installed it correctly?
Double check the instructions because IIRC a couple of the mounting plates could be mounted up-side-down which would allow for a very slight difference in height, which would allow it to not mount tightly.

You should be able to pick up the MB by the CPU cooler and it shouldn't budge (don't do that though just saying it should be very solid).

Too much paste maybe?
I would double check everything, maybe somethings bent or a screw not secured all the way.
 
When properly installed, no heatsink should 'spin'. However, a slight movement either way is perfectly fine when some torque is applied. The springs provided in the mounting hardware is to prevent over-tightening of the heatsink to the CPU.

Ensure that you have a very thin and even layer of thermal compound applied per procedure(s) outlined elsewhere at this website. A thin and even layer of thermal compound (Arctic Silver 5) will be very effective.
 


Yes a shim is ok in that location. Shims if used must be one piece; not more than one piece and not folded. And preferably metallic; the tin foil (aluminum foil) you used is ok but do not fold it. Use a heavier gauge such as heavy duty foil as a one-piece shim. Folding foil is never a good idea when it comes to shims, but if that is your ONLY option go for it!
