(Repost oops) The CPU Binning Process - Could an i5 be a binned i7?

I'm sure everyone on here knows that Intel (and AMD) when a cpu is on high demand, underclock a cpu and in intel's case sometimes make it multiplayer locked. I know this is true because my friend overclocked his fx-8320 well above 8350 speeds (5Ghz) at pretty decent temperatures. Anyway, I'll continue with what I was going to ask. Do you think, when i5 CPUs are on demand intel would simply disable hyper threading on an i7? It seems a logical thing to do.
