So the concept is a 3 floor office building needs a new network. i can connect the 2 top floors via ethernet cables, but the first floor is historical so cant run cables to that floor to connect to the rest of the LAN network. what can i do?

Add a wireless access point (or 2 or 3 as needed to provide coverage) for the first floor users, would be an option.
How many users are you taking about, BTW? What kinds of devices? Etc...more info would be useful.
That is a little brief, there are a million things you can do, but what are you allowed to do, what is the existing network, how is it connected, etc etc.
