I've asked around before, and liked what I've see so I thought I would ask the community one more time before I take action.

Normal idle speeds are 62C. After a few hours of down time, when I turn the machine back on it stays low for a minute and assures 90 - 100 fps in some games, but shoots up if in a matter of 20 seconds after starting the game and fps decreases to 30 max. The computer has been sitting for 3 hours idle and this is what I comeback to..

Any suggestions are appreciated!

If I were you I would double&triple or even quadruple check the cpu temperatures with some other monitoring softwares. Like coretemp, realtemp, hwinfo, speedfan or motherboard's software etc... These softwares are not "always" reliable so it's better to use more than one. Also I think your cpu temperature is the value under AMD FX-8120 which is 43C on that screenshot. CPUTIN, however, can be anything and most probably it's just one of those unrelated imaginary sensors that generating random values for HWMonitor. It's better to compare these values with other softwares at the moment.

On the other hand; frame rate issues could be related with anything. Which games are you mentioning?

If your cpu is really overheating then you could try...

If your cpu is really overheating then you could try reapplying the thermal paste and reseating your heatsink or get a quality aftermarket cooler. If it's not overheating then check BIOS settings to see if anything is wrong, update gpu drivers, update mobo BIOS and basic stuff like that to see if it gets any better.

The temperature to watch is the package temp, that should not go over 62c. The Package temp is the actual temp of your CPU. Everything else looks fine CPUTIN is your socket temp which will usually be higher than the package temp the temperature it is at is a normal level.

AMD has a different temperature monitoring than Intel. It has only one temperature sensor per CPU (not per core) and has no direct reading of physical CPU temperature but instead it uses it's own scale, making idle temps impossible/hard to read but offering (in theory) better readings at high temps to prevent overheating damage.
The only programs that worked fine for me while reading AMD CPU temps are Argus Monitor and motherboard hw monitoring program. CPU ID reported aberrant temps of 80 degrees Celsius although the processor was barely warm when i put my finger on.
I think that that temp of 125 C that was reported by the CPU ID i basically bad interpretation or reading caused by the reasons i wrote.
