Stock cooler is better enough for non k series processors.The i5-4440 and i5-4570 and such non k processors cannot be overclocked. Stock cooler is noisy when the CPU usage is 80-100% at this stage the Fan RPM speed is very high which can be upto 3000-3200RPM..But if you want more coolant, more performance and low noise i would suggest Cooler Master Hyper TX4

he cant even overclock because you need a procy with a K on it. 4670k 3570k etc to be able to overclock. a stock cooler would be fine.
but if you want to have a cooler just to make you pc look good, why not consider water cooler. it looks more cool

then if he has limited budget then why dont he settle for a stock cooler? that would be sufficient cause he wont be able to overclock.
