Low FPS. Low GPU and CPU usage

When I play Euro Truck Simulator, I get around 15 FPS on medium settings but when I check my CPU and GPU it is only at 25-50% and my GPU is set to its max (1.3 GHz). Why is my CPU at 25-50% when the game is only 15 FPS and how do I increase the FPS?

Specs:

AMD A10-5745M Quad-core (2.1 GHz with 2.9 GHz max. 21x multiplier)

AMD Radeon HD 8610G (1.3 GHz max)

HP Windows 8. 8GB RAM

There is so much truth in your words but if this is true , he dont need a new cpu but those who made the game need to
make it utilize all 4 cores .

Maybe , it is just single threaded , but the load is transferred from one core to another . i had such a game .
