Windows volume VS software volume?

Just wondering, is there any difference for sound quality if you're using high software volume, and low Windows volume against low software, high Windows?

I am using headphones which don't have a volume control on them, it is only up to Windows/software to control volume.

Could use Youtube as an example, high volume on there, and low Windows volume VS low Youtube volume and high Windows?

Another question as well, is it normal to have a high-frequency hissing which seems to be brought on by certain games.

Off the top of my head, F.E.A.R, Counter-Strike: Global Offensive, Deus Ex: Human Revolution, a few others. It seems for some reason to change frequency when I look around, staying the same when I stay still. Why do I get noticeably more hissing when playing these certain games?

Changes frequency when you look around? That's a hardware issue it sounds like. Is this a wired headset? If so, I'd suspect the cable coming from the headphones to the PC. Usually a break or short in the wire will cause exactly such an issue. If it's a wireless headset, then it is most likely RF interference causing the hissing. This is also a common problem when RF interference is involved.

Some of these games are very intense, and get your computer revved up pretty good. If you are using wireless headset with the wireless transmitter plugged into the back USB port of your computer, it will receive all sorts of interference, especially when the system is working extra hard. Move the usb plug to a front panel port on your system, or get an USB extension cable and get the wireless device moved further away from the case, and, preferably, closer to where you're sitting.

I forgot to say, the headphones are wired. Why is it only happening on certain games if it's the wire?

I can play much more hardware intense games, like Battlefield 4 (ultra), without the hissing.

Specs are:
EVGA Superclocked GTX 780
Intel i7 4930K six-core
P9X79 Asus motherboard (just the normal one, not pro/ultimate)
Not using any sound cards

The headphones are Astro A40s (not using the mixamp), if that matters.
