Need help with start up issue

Everytime my pc restarts or even shuts down and then I start it back up. I can not seem to highlight anything in my taskbar. (windows 7) Like google Chrome or even highlighting over my volume icon in the bottom right corner. The only way i can seem to get it to work is everytime the pc starts up is pressing ctrl+alt+delete. Then it works fine. What is going on? Is there something that isnt loading?

If it has been doing from the time you installed your windows then there might be something wrong with OS setup the one you are using.
Else the way to look around for your problem is going to Start> type msconfig> Enter
Make sure you have checked 'Load Startup items' also 'Load system services' in general tab under selective startup service heading. For more services you might want to take a look at service tab.
