Team Fortress 2

So i have a HD 5770 and i like to play some pretty decent games. But then i try and play Team Fortress 2. I have my native resolution set at 1080p. I try down scaling, but it does nothing. What will happen is my gpu fan will get to more than 3000RPM and it will crush out any other noise. Help???? (Tried overclocking, the best i can get without screwing up my pc is 900Mhz gpu clock and 1300Mhz for memory clock)

Have you turned your graphics settings down??? That would be by far the most reasonable thing. It will lower the stress on your gpu so you will not have these issues. Try going down level by level until you get to a point where it looks good. You graphics quality won't be great, but your rig will be better able to handle it. Also, I don't know if you have thought about getting a new graphics card for gaming. The 5770 is getting REALLY old and the longer you wait the more games are going to annihilate it. well at the moment i can't but i am trying to get something like the HD 7850. money's tight but i am hoping to get one soon. can't spend more than £120 though. and i tried lowering everything. But with the absolute lowest settings i would still get 3000RPM.

That is weird... Have you tried using something like gpuz to look at the usage? I would try that out and see if you can adjust the fan settings. Also, you will be able to monitor the gpu temps this way. Try that out and see what happens.
