So when I am playing games like Skyrim and my fan only needs to spool to the 47-52% range, it creates this almost rattling noise. Quite annoying... I currently set a new profile in MSI Afterburner to instead run at 58% when at that range. The blades on the fan look fairly clean, should I report this to XFX support and go through all those shenanigans? It has a 2-year warranty(One of the reasons I went XFX). If I do have to ship it back, I would have to use my old HD 6670, which would mena almost no gaming. Any Suggestions on what I can do? Need more info, Happy to provide.

Solution
most likely missing fan blade (not discrediting your eyesight) but can also be caused by a loose cooler. make sure to give it a close look. also, YES ship it back if it is still under warranty

May be a cable that's in the way (slower fan speeds may not cause so much noise) but could be that high fan speeds really knock it about.
If you have a can of compressed air, I would advise giving it a blow of that in the bearings to see if that will loosen anything.
Another thing it could be is the fan shroud coming slightly loose, not too sure on how to fix that but there must be a screw for that somewhere.

Good luck.
