I want upgrade my old computer as much as i can.
Can you give me few tips about what components should i use for upgrading my old pc.

System specs:

motherboard:http://www.asrock.com/mb/intel/conroe1333-d667%20r1.0/
CPU:Intel celeron 1.6ghz
Ram:1.5GB of DDR2 667
GPU:Intels intergrated gpu...
Power supply:230V

CPU support list: http://www.asrock.com/mb/Intel/ConRoe1333-D667%20R1.0/?cat=CPU

I want to use my pc for playing online games without too much lag at low-mid settings.

Sorry there really is not much you can do as far as upgrading with that rig it is just to out of date. The LGA775 socket is obsolete and you would be hard pressed to even find a CPU for it anymore at least not at a good price, maybe ebay. The DDR2 ram is also going to hold you back if you can find some it will not be cheap. The PSU in your system would not support any GPU that would be good enough to play games even at mid settings.

The best thing you could do would be to save up and build a new rig instead of putting money into the one you have it would just be a waist and I do not think in the end you would be happy with it.

Well you have gathered pretty much everything except for powersupply information. Voltage isn't really that important. Wattage is the critical factor.

4GB of DDR2 is going to be expensive new. Might try used and look for DDR2 800 or DDR2 1066 and underclock it. 4GB is the bare minimum for gaming these days.

Core 2 Duo E8400 or E8500 would be nice if you can find one. Pretty much have to be used.

Probably an R270X / HD7850 or GTX660 or GTX760 would be the largest video card to put in a system with this level of CPU performance. GTX650 or HD7750 GDDR5 would be the minimum worth buying. You will need a new power supply, like a Corsair CX430, run a gaming graphics card.

The potential exists for a cheaper complete rebuild, depends on what you can find used parts for.
