What are the specs of a good 500 watts PSU ?

you should have a much as possible on the 12V lines, so combined 41Amps on 12V would be good. But give us the make and model.

on the side panel it should show you amps for 12V1 and 12V2 assuming it has only 2 rails/lines.

For the 12V1 rail it's 27.5A , and for the 12V2 it's a ( / ) .

so that's only 330W on the 12V rail. The reason this is important is that the 12V rail is what most of the power is consumed on, so a good 350W would be as good as your 500W supply. That either means it is old or not very good. Given that I've never heard of Cidev, i'd go with not very good.
