Hi I have connected my acer laptop to my TV with HDMI so I can get a bigger screen.
But when I look at my TV about 0,5cm is cut off. On my PC I see whole my screen but not on my TV. So I need my TV screen to maybe zoom out a little so to say.

I got a Toshiba 22inch LCD TV

usually in the control panel for your videocard there is overscan and scaling options and you need to adjust those. I've yet to hookup a pc to a tv that usually didn't need some small adjustments.

Sounds like your TV is overscanning the picture. If you cannot fix it on the videocard you may be able to adjust this in the TV by either selecting a different mode (sometimes called pixel by pixel) or adjusting the overscan adjustments in the service menu. Contact the maker.
