Computer boot problems

Computer wont boot from cold (after an hour or so). New build Gigabyte GA-970A-UD3P,AMD 6300FX,4GB CORSAIR VENGEANCE 1866MHZ, 650watt PSU,2 x 1tb HDD and two AMD 7750 in crossfire mode. I have to unplug and push power button and on switch to get it to boot. The fans spin momentarily, CPU and case and the power light blips. After it eventually boots it will then be fine on restarts/reboot until the next cold boot. Took it back to supplier who tested and stated it was working. Got back home and still same problem. Any clues, (PSU,Mobo, memory??).
BTW it has dual bios which has failed twice in the last week. I did try one GPU but same problem. I am stumped as to what the answer can be.

I purchased another PSU from Scan on their recommendation. This would not boot at all but when I plugged my other PSU back in the graphics cards where faulty, no video at all.It seems the new PSU damaged the cards somehow. I took these back as they where still under warranty and the replacements at present are working(when i get the computer to boot). BTW I also got a refund for the PSU as it would seem this is not the problem.Only things I have not changed are case, HDD and DVD rom. BTW the PSU is a CTI 650watt.
