You will be fine in Skyrim as long as you don't mod it up at all, but ESO is a bit more demanding than Skyrim. You will most likely have to drop the details a bit for that. They do say on their site that they have made it so that it scales well on older PCs, you just might not be able to play on high. I'm assuming you want to play at 1080p?

What resolution? @ 1080p or higher the answer would be no.

As long as I can play with no lag, It would not bother me if the settings is Isn't 1080p. Will I be OK if i don't max out the settings?

You will be able to run it, just run it with low settings. With ESO though, you may still get lag, but that is just because it is an online game, it will be determined by their servers not your graphics card. The R7 240 is just about the same performance as an old HD6670, maybe slightly better, and I was able to run Skyrim @ 1080p with medium - low settings no problem.
