I have an HD 6970 blower at the bottom slot and a HD 6950 HIS open air cooler at the top slot, what I am finding really strange is that the blower is running fantastically with temps at around 77 degrees Celsius HOWEVER the HIS "Ice-Q" 6950 is going past 90 degrees Celsius even though the card beneath it is a blower and so is not expelling hot air on it. I have a front intake fan, a side intake fan and 2 exhaust fans at the top so the airflow is not the problem.

Is there a chance that the card needs to have it's thermal paste re-applied or is it something else?

Heat is radiated from the top of the card regardless of whether or not is a blower style
BUT with the different temps, i would suggest changing thermal paste for sure, and making sure that there are no problems with the fans on the ice-q. also as a quick fix, just try tightening the screws on the cooler of the ice-q

the top will always be hotter than the bottom because of several factor. first is space. even there is a space between the two the top still have more difficulty to get more fresh air than the bottom one (that's why adding side fan always help) also the heat radiated from the bottom card back pcb are not being cool by the cooler. so usually the fresh air sucked by the top card will be heated from this heat making cooling the top card are much harder than the bottom one

Thanks for the info, but it still doesn't explain why the GPU with a supposedly top notch cooler is getting so hot, I would understand if it reached 80-85 degrees but 93 degrees seems too much when the fan is running at 89%.

have you tried to clean it and give it new thermal paste?
