CPU stock fan not spinning

Hey, maybe a stupid question. But nearly finished my first pc build. Slapped everything together and just waiting for my SSD and my 212 evo cooler. Thought I'd test if everything else is working before I finally start it up properly. And everything apart from the CPU cooler (Stock)is working.

Now I know the PSU is plugged in correctly and the Heatsink/fan is plugged into the CPU fan on the mobo. So I want to know if I've messed something up so I can install the evo properly without any problems, any light that can be shined on this?

The last time that happened to me, my PSU was faulty and had to be replaced.
The CPU fan should always be spinning.

I suppose it could be a faulty fan or motherboard.
Can you test the fan in some other way? (plug it directly into the PSU?)

Everything else is working though? The case fans are spinning, it lights up, the GPU fan is spinning. I don't understand why the CPU's won't be. The 4 pin 12v is in and the 4 pin fan is in.

When starting it up, it starts spinning very briefly before stopping. When I turn it off it gives a small effort of spinning for a second or so too.

is the motherboard plugged into the case? Try to unscrew and rescrew the motherboard into the case. If that doesnt work than move onto step 2.

take it out and put it onto a grounded surface. Bring the power supply over to the grounded surface. Plug the motherboard in and try to turn it on by touching the positive and negative contacts with a screwdriver.

You should get at least a beep from the motherboard. If the fan doesn't even start up reseat the fan
