have two drives---one SSD and one HDD--original windows 7 on SSD and I put a new windows 7 on HDD--can I safely delete the one

Yes, if both drives had a boot sector. Before wiping one of the drives, disconnect the data cable from the MB and try booting with the drive you want to keep. You may have to enter BIOS and set that drive as the boot drive.
