I have a 650w power supply with two 12v rails at 22A each, I recently brought a MSI 270(not X) that only requires a 6 pin connector, I'm still waiting for the delivery.

I was wondering would my power supply be able to supply enough power to the graphics card given that all the power should go through just one rail?

yes I believe so, an R9 270 requires a total continuous current rating of 28A, and yours passes it with a total of 44A

Yes but the R9 270 requires only ONE 6 pin connector, wouldn't that make only 22A avaiable?

2 12V rails supplying 22A is essentially the same thing as 1 12V rail supplying 44A, they are from the same source and travel to the same places, 2 rails doesn't necessarily mean that each connector has 1 single rail. Your PSU should be able to supply 44A to a single GPU
