Common with this series of power supply or real trouble?

I have a Rosewill Green Series PSU RG630-S12 630W and I just noticed the fan doesn't turn on during the standard start up sequence. I was wondering if it was common with this series of PSU or if I should RMA the sucker.

Here are the specs of my machine at the moment. Note the items in parenthesis that were originally part of my build that I downgraded from.

CPU: Intel Core i5 650 @ 3.20GHz
GPU: GeForce GT 520 1024MB DDR3 (GeForce GTX 660 3GB GDDR5)
PSU: Delta Electronics Inc. 300W (Rosewill Green Series RG630-S12 630W)
MB: CM5675
Manufacturer: ASUSTeK Computer Inc.
RAM: 8GB DDR3
 
i am not familiar with this model. but it is not uncommon for psu's to do that, it's a feature actually.
it saves on power and does not contribute to the noise of the pc. once it reaches a certain threshold, it should fire up.

double check the manual, or the box. it should state there if it has this feature. otherwise it might be a problem

Ran additional tests and the news doesn't look good. The fan doesn't turn on when under heavy loads such as action packed gameplay like Ace Combat Assault Horizon resulting in it overheating and cutting out. RMA'ing the thing as soon as possible and hope the next one of the Green Series batch works better then the one I got. If not I'll end up swapping over to a different brand.
