Motherboard dead after installing new PCI card?

My computer was working perfectly fine. But when I installed a usb pci card the computer wouldn't turn on at all, even with the card removed. I have run all sorts of test, removing everything leaving only 1 stick of RAM, cpu and cooling unit, and PSU, clearing the cmos. The green light is lit up on the motherboard and I know the PSU is fine because it works on a seperate motherboard and has worked on this one before. All of the parts were and are installed correctly. Is my motherboard completely dead?
Installed PCI card: AUA-5100B
Motherboard: Intel e210882 D945GPB
 
sounds that way. are you sure when you installed the pci card the first time that it was down all the way. if it was cocke eyed in the slot it would short out the pins damaging the motherboard. the other question was the computer unplugged when you put the card in. if not you could have damaged it that way because there is some power supplied to pci card slot when its pluged in.
