wifi problem related to speed limit

actually i m a student using my hostel wifi.... bt the problem is that any other user has limited our speed ,and he is using all the speed from our wifi. so, my ques is what r the tools that he could be using ,or the ways he is able to do this #note: he is using an other laptop for all these purposes

I'm not sure I understand your question. It sounds like you're saying that someone else is using your hostel's wifi and, by doing so, is limiting your speed. Is it the wifi speed that's being limited, or are you complaining that the Internet speed is being used up or hogged by this other guy? In either case there's not much you can do, the bandwidth, both for the local wifi signal and for the Internet, are given out on a first-come, first-served basis. In other words, he who grabs it first gets it.

The best you can do regarding the local building's wifi signal is to get closer to the wifi router than the other guy, which will give you a stronger signal and more bandwidth. But still, when you pause in your use of it, he will be able to use it and depending on what he's doing, such as downloading a very large file, he may not give it back for a while.

Regarding the Internet, whoever gets it, gets it. If he's downloading large video files from somewhere on the Internet, he's going to hog most of your Internet bandwidth, there's not much you can do about it.

Actually i m saying that the Internet speed is being used up or hogged by this guy(hacker)
and i would like to add that wifi has nt been setup on first come first basis...
the speed has been divided equally to all users...
bt somehow hacker is utilising all speed. He has been able to decrease our speed from 500kbps to 10kbps, and is using the remaining speed for his own purposes.
and what i want to know is that what tools could he be using

I've never heard of a wireless router being able to divide up bandwidth based on users. That's a new one on me. I know about QOS (quality of service), where you can prioritize certain types of transmissions (such as video, gaming, etc.). But I've never heard of any router that can allocate bandwidth equally on a per user basis. I don't believe the IEEE 802 specification allows for any kind of regulation or equal distribution of the bandwidth.
