GTX 680m throttling

For some reason my GTX 680m 4GB (MSI) in my GT70 0NE with a 3610QM overclocked to 3.3GHz (3.5GHz 1 core) refuses to run at 100% GPU usage. No matter what game I play, the GPU usage seems to hang around 20% GPU usage. That's about 15FPS in BF4, 20FPS in mechwarrior online, 20FPS in Smite, and 30FPS in L4D2 for a few examples. Sometimes the GPU usage spikes to 99% and I get an easy 60FPS minimum for a second but then it goes back down to laggy, delayed and especially un-enjoyable gameplay. In Nvidia CP, I've set it to "prefer maximum performance" and I've tried MSI's default "Gaming" power profile which didn't work and then I tried tweaking it so that the PCI power link power management settings to off, so that there are no power limitation. Still, my 680m 4GB seems to not want to run properly. It's very frustrating. I'm running plugged in. The battery can't support gaming unless I underclock my 680m severely to about 400/800MHz which should still perform better than it is now at 20% GPU usage. I've tried flashing the BIOS to a version that allows better overclocking which has helped a little, but still having problems. My temperatures never pass 65c due to low GPU usage. Furmark however uses 100% of my GPU and will heat up to 86c running 980/2550 (5.1Gbps). Do you think that using much older drivers (CD comes with 302.xx) would help? BF4 says it's recommended to use 331 or I might experience data corruption or artifacting etc. I'll try that and update right now, however any help while doing that is very much appreciated. I'll report back once I update drivers. I made a thread earlier with this same issue. Doing a clean installation was a temporary fix, however they returned. What do?

TL;DR: Low GPU usage. Tried many things. Any suggestions? :)

Okay, I have an update. I haven't installed old drivers yet, but have instead got completely rid off my GPU overclock. This seems to keep it at 90-100% usage. It's enough to play BF4 at 1080P on ultra preset with a minimum FPS of 33, max of 70 and average of 43. This is great for stock settings. I'm using latest Nvidia Beta drivers at the moment. Whenever I overclock the memory or the GPU clock though, GPU usage is inconsistent and randomly drops frames, usually when there is smoke or other particles. My original theory was that it's being throttled by power limitations. This was proven untrue because Furmark sticks at 99% usage at 1100MHz/5.3Gbps at 87c and the FPS scale up pretty well when I overclock both the GPU clock and memory clock. I'm confused. However as long as I can max out pretty much any game I own, especially BF4, I'm happy :) still though, any help is appreciated on my over clocking issue.
