Xinput1_3.Dll is missing pls help i have tried it all!

So i have been having problems running a lot of games after a major hardware change and a reformat of my hard drive.
I cant get any of my games running they all say XinPut1_3.dll is missing when I run them from there folders in admin mode, and in steam it said running first time setup but it never finishes. These are things I have tried.
I have reinstalled my directx files with the (13-12_win7_win8_64_dd_ccc_whq.exe) from windows I have tracked down my XinPut1_3.dll and I can find it but my computer claims it not there, even after re install. I have manually removed it so it wasn't there, and then reinstalled as mentioned above.
I have downloaded just the file and tried to replace it. I have cleared my reg files with CCleaner,I have used Ubuntu to try and get a manual connection between the game and the file bypassing windows Altogether and still no luck like my system refuses to run the file. and here is my system specs according to steam:

try not to run games through steam. if that doesn't work, search for a program to uninstall dx, download it from microsoft and reinstall it again.
sometimes updating video drivers help (although you have the latest).
do not replace the dll manually since it's not recommended and do not remove dx manually. probably dx searches that dll in other location, leading me to think that some software is outdated or corrupted (either video driver or dx).
never remove it manually (by deleting) since you leave behind a lot of residual files that you don't know about.

I tried running the games not through steam and had mentioned that, I also have tried your second suggestion as well. I have the latest drivers.
Can you think of anything else.

The date for my OS is like that cause it's not legit i have bought 4 copy's of windows and lost most of them in a flood so I just used my disk and fake code, hence it has nothing to do with the issue. Apart of tricking windows requires that date.
