EVGA GTX 760 4gb w/ ACX Cooler help

ok, first and foremost, I know many others have had this issue but I can't seem to find a straight forward solution.

I have been trying to upgrade from a NVIDIA GTX 560 to the GTX 760. Here are the current specs for my pc minus the GPU

i7-3770k
Gigabyte ga-b75m-d3h
arctic power supply 700 watts
64gb 830 pro ssd
1tb wd

everytime I connect the 760 with the pci-e x16 slot, my computer sits at the bios screen for about a minute before changing to a black screen with a flashing cursor at the top left. According to the manual that came with my pc, the pci-e x16 is pci-e 3.0 compliant, even though I know that mobo is old.

another thing to consider is the psu. I know its crap, but according to the label attached to it it is carrying 45 amps on the 12v rail and the 760 only requires 30.

My computer will boot with the intel integrated graphics though. I have tried going into the bios and disabling this but I still can't get past the bios screen. does anyone have any suggestions?

just wanted to add that I picked up a new psu. its a corsair tx750 with 62 amps on the 12v rail. hopefully that's the issue because I really don't want to go through the trouble of replacing the motherboard. I'll try it out later and report back.

Have you tried clearing the CMOS?

so the new psu did not solve my problem. I am still getting a black screen with flashing cursor in the top left when the GTX 760 is installed in the pci-e x16 slot. I did try to clear the CMOS but I ran out of time to keep working on it.

It's possible the GPU is bad.

does anyone know if that the particular mobo, gigabyte ga-b75m-d3h, has compatibility issues with newer gfx cards? I'm going to flash the bios tonight and pray that it solves this problem

if the gpu is bad I'll just send it back to evga and get another one.
