My APC UPS 650 BY-IN cannot output pure sine wave and one that does namely the Smart SUA750I is more than three times the cost INR 12.5K upwards.
Does it mean that I can't consider any of the top brands like Corsair, Seasonic or Antec?
My Home Desktop PSU UMAX 450W is chugging at boot and may need to be replaced anytime.
Hardware is Zebronics Super King Case with (neither of two chassis fan running).
GA B75M-D3H Mobo with I-3 3220 Ivy Bridge Socket 1155 Processor
One Seagate 500GB 3.5” Internal HD 7200RPM and One WD 500GB 2.5” External USB Drive
LG DVD Optical Drive.
USB Mouse, HP AIO Deskjet printer, ASUS Bluetooth USB Dongle,Quantum Hub with 4 USB 2.0 Ports,
What will be my PSU size for Moderate use without OC or severe gaming?
Valuable suggestions anyone..... Any branded option or do I necessarily have to continue with UMAX 600W or some such make where there is no requisite of pure sine wave input from UPS? Have Severe budget constraints too.

Generally speaking you should choose UPS to PSU. You didn't describe what GPU you also have but to choose proper psu & ups you need to calculate max power usage of your PC.
If you need lets say 450W PSU, you need ~550W UPS for that (+ some more if you use it for monitor as well), but thats raw calculation basing on max psu output not real power consumption.

To calculate it properly:

1) Get a some watt-meter and read the value when the PC is on max load.

2) Calculate the maximal power requirement of the PC (+ monitor?), same like you calculate PSU you need. If it will be a 300W for example, divide it by 0.8 (its efficiency of a 80 plus bronze class PSU, you can get those numbers from here http://en.wikipedia.org/wiki/80_Plus)
So 300W/0,8 = 375W, add a monitor max power requirement, like +50W and here you have 425W of the UPS.
Just keep in mind 425W is not 425 VA, both numbers should be provided in UPS specifications.
