IDE External Hard Drive won't initialize

Hi there, I have a 3.5 ide external hd (80GB) that doesn't initialize in disk management. it doesn't show up in My Computer, but it shows up in DM with a red down arrow on its icon. I want to assign it a letter but all it says is it's "Not Initialized," and it keeps on saying "The device is not ready." Any help would be appreciated, since there are a lot of files on it I want to transfer elsewhere. thanks!

Use the Diskpart command as described here: http://www.computerhope.com/diskpart.htm

I had a similar issue with a SATA (I know that you have an IDE disk) disk and this command worked.
