All ports timing out/ Not forwarding

So here's the dealio: I have always been the one out of my group of friends that have been able to host a server or a game connection... whether this be too Borderlands, Minecraft, Starbound ect... but recently I upgraded my hardware which called for a format of my computer in which now I'm not able to forward ANY ports. I've tried everything under the sun, Adding new rules (both UDP and TCP) through windows firewall, trying different ports, using programs... it just doesn't seem to work anymore which doesn't make the slightest bit of sense. I have a feeling I might have to contact my ISP about this but honestly I really don't like dealing with them (Charter) but I will if I have too. The router I have is a Netgear n600 WNDR 3400v2 for information sakes. Any Idea on what this cause might be?

My IP is static, I never use or have used a dynamic IP because they're just a hassle. :/
 
You said you recently formatted your computer and since Windows defaults to a dynamic IP and you didn't mention setting it static I assumed that was your problem. The only thing I can think is you are typing the wrong IP address into the port forwarding menu.
