PSU making weird ticking noise, computer won't boot

Fan's not even turning? Does that power supply have a fanless mode (some offer a switch that uses only passive cooling using the heatsink)?

Either way, the clicking is just wrong. I would contact NZXT and get an RMA going or if you bought the PSU recently enough, exchange it from where ever you bought it.

What is your system specs? Is the PSU big enough for your system?
But yea, if it won't boot, it's either a motherboard or PSU and it clearly sounds like a PSU. Do yourself a favor and buy a good one like seasonic if possible..
 
Actually, that NZXT model (if not a V2) is made by SuperFlower which is another really great PSU producer. Amazon doesn't have any more in stock, so I'm not sure how much you paid for that PSU, but a Seasonic, XFX or high-end Corsair would be better options for an exchange:

XFX Pro 1050W

The NZXT 1000W V2 version of your current PSU is available and made by the PSU company that put Corsair on the map as a major player in the PSU industry: FSP.

You probably just received the rare bad unit. I'd definitely try for a replacement if you can directly replace it or go for one of my other suggestions above.

750W needed for the graphics cards alone, though your particular models obviously use more than the AMD spec with a 2 6-pin requirement (seems like they are similar to the 270Xs and not the 270s?). Your other components wouldn't use more than the ~250 left over, but the other rails may require some of that power which reduces that available to the 12V. If you are running close to the PSUs limit, you need to make sure it is a good quality PSU.

That board supports up to 3-way crossfire (in the 2 x16 and 1 x8 slot; the other 2 are 4x which should be fine for mining as well):

You can use the 4-pin molex to 6-pin PCIe converters for a couple of the connections.

If you need 10 6-pin PCIe power connectors, your going to have to look at 1500W PSUs or somewhere above 1000W supplies to get the 6-pin native connections:

and that will run you around $450.

Try this with your current supply... Try booting with just 3 270s and see what that gets you. If the PSU still doesn't work with only three GPUs, I'd exchange it. Start there in the troubleshooting. You already know it makes the clicking noise and the fan doesn't run.

Now if it works for three, but it doesn't work when you add the fourth or the fifth, it could be that the PSU is faulty or the motherboard can't operate with GPUs in the x4 slots for whatever reason (power to the slots?).

Most likely, you'll end up exchanging the PSU. If you don't want to get into a $400+ PSU, you'll have to use the 4-pin to 6-pin adapters for a couple of the cards.

Thanks, I appreciate that. Earlier I only had two GPUs plugged in. I was told by someone with a similar rig that a 1000w PSU would be okay.
I originally wanted a 1300w EVGA Supernova but they're sold out everywhere in the UK. The NZXT had 8x 6 PCI pins plus the main one (for a total of 5 GPUs).

Worst case situation, I can run that bitch with only 4 GPUs (though I'm hoping it will be fine) and get a separate rig with a better PSU next to it.

Anyways, I'm sending back that PSU, it's a bitch because overclockers won't send another until I sent back that one so I had to pay for full postage and all that shit.
