I just installed a new video card and I'm having troubles getting it working on the appropriate drivers.
The card is the XFX AMD Radeon HD 5450 2GB DDR3 VGA/DVI/HDMI PCI-Express Video Card ON-XFX1-DLX2. The driver that AMD calls for causes my screen to become a pixilated/wavy mess that's hardly legible.
If I let windows select a driver things seem to work ok but not as well as I expected. In addition to that the windows experience score drops considerably on the new card vs. on-board video. (6.7 with on-board vs. 4.2 with the new card). I know this score isn't much to hang on but it sure suggests I'm not getting the most from my new card.

Machine:
I7 4770 @ 3.4GHz
ASUS H87M-PLUS w/ Intel HD 4600 graphics
8Gb DDR3
Samsung 250 EVO

Any help would be appreciated.

Most likely your integrated GPU is better than the 5450. The 5450 is an entry level, like the lowest entry level video card you can buy. Its not a card for gaming at all. Maybe at VERY low resolutions and settings. The 2gb of VRAM means nothing on a video card that is so low power. Sorry, but the 5450 is pretty much garbage for gaming.
