System Refresh Windows update issues

I just ran a system refresh on a Windows 8.1 system that had several issues with programs and after the refresh I am back to Windows 8 but the system is having trouble configuring Windows updates. Has anyone else experienced an issue like this? My understanding of System Refresh was that it should take care of pretty much any problem with Windows as it's basically a fresh install.

I did the refresh from the recovery partition and i'm going to try it again from a Windows 8 disk while I await a response.

What exactly is refresh supposed to accomplish then? There really doesn't seem to be very much reading from Microsoft about it and I can't really find any people posting about similar issues when I search

It depends on whats installed on your system and if you are on 8 or 8.1. its one of those half-finished ideas in Windows 8 that sounds good in theory, but in practice leaves a lot to be desired. Sometimes the Applications will be removed, but the data will be there. Sometimes it doesn't touch anything and sometimes it wipes everything.
