R9 280X Overheating issues

I bought two R9 280Xs, both run fine however one of them overheats dramatically under load until i get a BSOD. Read some other threads on overheating and the answer is usually more cooling so after playing with the fan arrangement with no results I decided to just throw 4 120mm Delta fans in it, 2 of which blow directly onto the problematic card. It helps to slow the overheating but as soon as it hits 85c I just shut it off, the other card stays around 60c. Diamonds tech support is absolute shit and I can't get any help with it from them. Any other suggestions I can try?
 
There's the option to set a more aggressive fan profile by using a tweaking program like Afterburner, you can set the fans to run at a higher speed through the CCC, but once set, they'll stay at that speed until you reset them again so you could do that first and see if it cures the problem.
If this is a Crossfire configuration you may well be stuck unless you can afford to watercool the offending (probably top) card.

I already set the max speed allowed in afterburner to no avail. There aren't any graphical glitches or issues, but I'm guessing there must be something wrong with the card if 4 170cfm delta fans can't cool it, I also tried reapplying thermal compound to the GPU but nothing seems to solve it.
