Thus I can't recommend even continuing to use it for your current system, let alone for a cpu upgrade.
Also, have you made sure that your motherboard will support a core 2 quad? I think there are some motherboards that can support a core 2 duo but not a core 2 quad (or possibly only certain models of core 2 quad).
That PSU is not a good one, but it will still do technically as it has all the connectors you need. But if I can suggest you, I would invest in a more decent PSU, like XFX Seasonic, Or Corsair (except CX, VS series).

That motherboard will support core 2 quads, though for some you might need a BIOS update. If you're running an E7300, that would indicate it has at least version F8, but many core 2 quad models require BIOS version F9.
If you can't or won't get a newer motherboard as well as cpu, I think you're better off with the quad. Most recent games benefit from having 4 cores instead of just 2, even if there aren't many yet that benefit from more than 4. However, I still disagree with HiTechObsessed about the psu - cheap psus have been known to fail way below their stated wattage. As I said earlier, yes it can hold it technically, but I wouldn't recommend that PSU, get a better one, for your own good.
