I'm not sure what gpu to get I was looking into a sli config with two gtx 660s but i have no idea on how sli performs and if it is better than say a single gtx 770 or 780 ?

budget around £200-£400 would like to keep it around 350 if possible.

Specs

Intel i5 2500K 3.7ghz
8GB Ram
1920x1080 monitor

Oh and is a h60 water cooler good for OC a cpu.

Yes h60 is good. However, a H80i would be even better, and it supports Corsair Link (a free download from Corsair, it allows you to adjust fan speed and the cooler's colors, very nice...)

You should get a single GTX 770 or GTX 780 rather than two weaker GTX 660s. You need a PSU with at least 42A for GTX 770 or GTX 780.

Here's a great card for 389 pounds:

Thanks on the help with the cpu oc i have a new h60 so i will stick with it rather than fork out for a different one, but thanks. :D

ok ill look into my psu first before i buy i have a seasonic so im sure its ok.

What kind of Seasonic? If it's rated 620W or more it's all you need.

I would prefer a single powerful card like GTX 770/780, consumes less power and hassle free.

I personally don't prefer liquid cooling as they have the fear of leaking, which may take out some valuable parts of your system. Generally if you are not into OC or into 3/4 way SLI, a air cooler will be sufficient for you. I would say CM's Hyper 212 Evo is the way to go.

BTW what is the make/model of PSU ?
