Need help! GPU fans and CPU fans spin for a brief second then stops! Computer doesn't boot!

Hello all! I recently installed a new PSU (http://www.newegg.com/Product/Product.aspx?Item=N82E168...) and a GPU (http://www.newegg.com/Product/Product.aspx?Item=N82E168...). However, when I boot the computer up, the fans on the GPU and CPU only spin for a brief second. The computer doesn't start up. The lights on the GPU are on however. I decided to take the graphics card off and connect the VGA to the onboard video card. When I do this, the computer boots up perfectly fine. What is the problem with this and how can i troubleshoot it? Thanks!
Specs:
Inspiron 660
PSU: CX500M
GPU: GTX650TIB-DC2OC-2GD5
CPU: i3-2130
mobo: i dont know, sorry!

ok calm down.
Have you pulled out the video card?

Also make sure you plugged in the video card to the psu. Sometimes that can cause the system not to boot.

Another thing you need to check next after that if it doesnt work. Unplug everything else but the motherboard turn on.
