Laptop get 40mb through ethanet and then plug same cable into my pc i get 5 but upload speed still 9mb

mabe malware or a virus or something in the background on the pc taking up your bandwidth?
pull up task manager then go over to the network page. look at the graph when its hooked up. does it show constent data flow of a few % range them something is using the connection that you don't know about. note you wont ever see more then 40% usage on a 100mps network card considering your modem speed is 40mbs.
