Video card or PSU bricking motherboards?

I recently built a new computer. I got a 750W Corsair powering a 4670k and GTX 770. I installed it as parts came. The video card was delayed so I decided to construct my computer and install windows while I waited for the video card. Windows installed flawlessly. The next day when the video card arrived I installed it with little difficulty but not even a second after booting the system lost power. After this i pulled the video card but I could never get my motherboard to boot. I decided to check the PSU by using it to power an older computers motherboard to see if the PSU was defective. It worked fine so I decided the motherboard must of been defective. I ordered a different one. The same problem as the first one occurred. It turned on for a second then died, never to come on again. Now when I flip the PSU switch on/off everything excluding things connected to the motherboard turn on. What is going on here?

Is it the video card or the PSU?

TL;DR
Computer worked fine before video card. After video card motherboard is bricked, twice. 750W, GTX 770, 4670k

I say this too often on this forum but: Try resetting your CMOS after installing new hardware (works like 1/3 of the time).
Most likely it's your PSU damaging components. Get yourself a good digital PSU meter, they're usually less than $15 online. What is likely is that your PSU is damaged with a reduced threshold in Watts. It is providing good power until you add in that video card, then all hell breaks loose.
