Do I need a ethernet card?

I have an Asus Sabertooth z87 and I have been playing games on it for a month now. People always say my skype is laggy and I run into lag in game. But then everytime I run a speed test my ping is around 17-20, my download speed it 57-60mbps, and my upload speed is about 11-12mbps. I don't understand what could be wrong. I am connected to ethernet but I am starting to think the on board ethernet plug is crappy. And I am positive my drivers are all up to date. Should I try getting a ethernet card to see if it helps? And if so what should I get? Any advice will help.
 
Check your Network iControl - these utilities often prioritize different programs using the ethernet port of your PC. If you use a game that has high bandwidth requirements for 10 hours, then use skype for 5 minutes, the utility will throttle skype to not give it a lot of bandwidth, and give priority to the game (which may not even be active).

Try disabling Network iControl, and see if it makes a difference.

That could be it but I will have to wait till I get home to check it out. Even after resetting my internet, I still run into these issues. So I am not sure. I was lagging in game as well as skype though.

I'm plugged into a router shared by several devices but I lag even after I reset the router and no one else is awake. I don't download torrents or have any torrent programs. I usually will only have say skype open and a game open. No other browsers or applications. And I have taken every single step I found on skype to fix that particular problem. Nothing seems to fix it. I even disabled all firewalls, went to a older version skype, and I erased the ads from my skype. Nothing seems to help so I was thinking the problem is more on my internets end than it is skype.
