ok first where are you seeing this 0.1ghz i.e what program or bios?for a accurate clock speed look at cpuz if its still on 0.1 ghz go into your bios and make sure thermal throttle and all power management is off also if you have windows 7 go into power settings and check your power plan change to high performance.

oh man that is normal as can be don't worry about that.My old phenom II 965 has a base clock of 3.4ghz and was usually at 3.5 I could be as simple as motherboard being inaccurate so don't worry about it.

It is because the base clock is set to auto in your bios; so it varies a little around 200MHz, in your case upto 200.67MHz. Set it to 200MHz manually if that troubles you, but that amount of increase is insignificant.
