FPS drop in BF4 with R9 290

The minimum FPS is killing me, hate the fps dips, and no matter what settings (even lowest of the low) I get the same FPS. This is mainly on 48-64 player matches, which I prefer. The card runs everything else great, but I bought the 290 SPECIFICALLY FOR Battlefield 4.

How can I stabilize my FPS dips so I maintain above 60, are these numbers normal, what should I do? Also, I'd REALLY like to know why low settings run the exact same?

GPU Driver: 13.12
(I'll update when 14.1 beta is released, we'll see if Mantle fixes my issue)

The problem is Battlefield 4, the game is just very very poorly optimized and is causing problems needlessly even on quality GPU's and CPU's. Your combination is known to cause performance issues. When is the last time you patched the game? There was a patch yesterday that seems to improve performance on AMD FX-xxxx CPU's. Also you will be able to enable MANTLE for Battlefield 4 when the beta drivers are released for Catalyst Control Center.
