Slow Custom-Built PC

I have recently built a custom built pc on a very slim budget. Due to the budget, I have only bought the bare minimum. Because of this the computer is very slow to boot up and open applications. Even Chrome, which is usually quite responsive, is slow to open. Once they are open and running it's smooth as butter.
One of the biggest cuts I made was using an external hdd instead of an internal. The next biggest cut was that I only bought one stick of ram. Should i purchase another stick of ram or an internal hdd?

I'm confused as to why this PC is running slow this should be a decently fast PC especially for the internet, this build would also rune most games on medium settings. I would add another stick of ram but I don't think it will help performance other than multi-tasking. And Make sure that you have the latest drivers, If you don't that could be one of your issues.

I did another rescan for drivers using the utility from MSI and it did show that I missed a few drivers. I'll see if this helps.

I'm confused too, cause it should run better than OP says, but then, I don't have as much knowledge about PCs

It's not ridiculously slow, but my 4 year old laptop that cost 500 dollars back in 2010 boots up faster than the desktop I just put together. I guess my big question was whether another stick of ram or a new internal hdd (not ssd as it doesn't fit the budget) would make a bigger difference.

An extra stick of ram would make a difference just not too much, you would notice a minuscule amount of fps change when adding ram. Same thing for a new HDD. The only reason I can think of why your old laptop boots faster is because either the HDD has a higher RPM that your new PC, or your laptop has an SSD and you don't know it. By the way have the drivers improved anything?

Nope none of the drivers were helpful. Both the laptop and desktop have 5400 rpm hdd's. I'm not worried about fps as in game play is pretty smooth for the games I play. My main concern is boot up and loading applications. It takes 30 seconds to open chrome once the PC is fully booted. Even doing a search in windows is laggy

If games run smoothly and internet applications are sunning sort of slow than maybe its your internet connection. Go to this site: http://www.speedtest.net/ wait for it to load and click begin test, it will tell your your download speed, Mine is around 26 Mb/s tell me what yours works out to be.

If you only have a 5400 RPM Hdd It's not going to load pages/startup particularly fast. I do thank that completely wiping
it would help but the only real way to solve your problems would be to buy a SSD or a 7200 RPM HDD .

Thanks I guess I'll wait a little bit to buy a faster hdd or maybe an ssd
