Can't get new GPU R9 270x driver to install

Alright this one has me stumped. I have an older acer computer on Vista 32 bit. I just bought a radeon R9 270x to put in it to do some mining/play games. The card is fully seated. Both power connectors are plugged in. The GPU powers up....it also displays through the HDMI cable to the monitor so it does have output. But in the display devices it does not register. I try and run the catalyst installer (downloaded for my OS) and do a custom install and it doesn't even bring up a driver to be installed. If catalyst gets installed it only shows the CPU and nothing to do with a GPU. I had an Nvidia GT220 which is a PCI-E 2.0 card in there before and it worked just fine. I know this one is 3.0 but shouldn't it work? Just lost on how it has output but I can't install the drivers to get it fully working. Any insight would be greatly appreciated. If you need more information let me know. The computer is an Acer ASE380-UD421A.

Uninstall the GPU driver/software, run CCleaner, reboot, re-install the latest driver from AMD.

Especially when changing brands, you need to be sure the old driver is completely gone. Uninstalling it does not usually get it all.

Tried clearing it and all of the old drivers are gone. Still no go... I saw an article where these newer high power gpu's have to have pci 2.0. So I'm thinkin a new setup is going to be needed. I will swap this into another computer first and see if it works then report my findings.
