It does sound like a poorly seated CPU/heatsink! Re-seat the CPU/heatsink using Arctic Silver 5 per instructions.

it's the stock one that came with the i7 and the problem right now is i ran out of thermal paste and the 4th pin on the heat sink won't go in all the way im just gonna buy some more paste and a new heat sink hopefully that works

This is a very good heatsink: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

And get some Arctic Silver 5 - apply a very thin, even layer per instructions at their website.

Well, i got new paste applied it and im still overheating with my set up i haven't been able to stream test but just from playing loadout with dual monitor it went into the 70's so my next step is to get that heat sink

Well it was def a heatsink problem the 4th pin wasn't going in all the way so i wasn't getting 100% heatsink coverage after buying the recommended heatsink im good as new ty
