I bought a Radeon HD 7970 late in December 2012 and played with overclocking it for the first time.

A month after, I noticed some strange behavior... from time to time, randomly there will be a 1-2 seconds of screen distortion that happens every now and then. When it happens, it feels like a little bump on the screen and lines appear with image distorted, and revert back to normal a second later.

At first, I thought of it as a monitor problem so I switched to a different monitor and the same problem persists.

It happens quite a lot when I watch videos, and it happens often in windows as well, however, it happens rarely when I actually play games.

Is it a video card problem? More importantly, could it be caused by the overclock I attempted when I bought it?

I believe the video card is still under warranty and I just want to make sure if it's worth while to RMA it, thanks.

I would do a clean driver reinstall first. Then revert all the OC changes you made. If that doesn't work you can try to use a different GPU in your computer or use yours in a different computer and see what happens. Could be a bad gpu.
