Of course not. It is only illegal to do things that are already illegal to do with any other internet connection. There are many thing some companies claim is illegal such as aereo renting antenna but until the courts actually rule it doesn't really count. Still I suspect even if they lose this in the supreme court they will still try to bully people by telling them it is illegal.
Their are actual companies that claim running ad blocks and popup blockers are illegal because they paid to have the right to abuse my machine.

It is perfectly legal to run a proxy server on your network. I used to use mine frequently for web browsing at public hot spots, before HTTPS became more prevalent. The more people use them for such purposes, the harder it becomes for money grubbers to make a case they are nefarious.
