New Built System Locking Up During Boot and Restart

Hello Everyone,
I just tried to build a PC for my buddy and am running into problems. This is my first complete build from scratch and hadnt really messed with motherboards before but am familiar with most everything else. Here are the parts:

Maximus VI Formula mobo
GTX 760
Intel I7 4770k 3.5g
Corsair Vengeance 16gig Ram DDR3
Corsair 850w Power Supply
1 terabyte hardrive
Windows 8.1

When I finished installing the hardware the bios loaded fine, I then went to install windows 8.1 64 bit and it completely locked up on the windows screen and wouldn't complete the install crashing to a blue screen with the error WHEA_uncorrectable_error. I then tried windows 32 bit and it completed the install. I updated the graphics card drivers and windows updates. However, the PC fails to boot half of the time and freezes with the same error. It does this upon restarting as well. Also sometimes the PC won't start at all and the motherboard reads I5 and just idles there. I'm unsure where I have gone wrong here. We had geek squad take control of the PC with one of their tech guys and he ran a bunch of tests and it came back fine from the software checks. I tried moving the RAM around to no avail. There are 4 slots and I leave a spot between each stick. The geek squad guy said to try and reinstall the OS again so i formatted the partitions and now 8.1 32 bit wont install completely either. Any insight would be greatly appreciated. Thank you in advance. If you need more information please let me know.

Also I tried swapping the graphics card with a 560ti and that didn't change anything.

You certainly shouldn't be installing 32-bit Windows on a machine like that. 32-Windows will only use about 3.5GB of the 16GB. Did you enable the XMP profile for the RAM in the BIOS? What is the CPU temp showing in the BIOS?

I did not enable the XMP profile in Bios. I'm unsure how to do that as I'm rather new to motherboards :( . Ill try that when I go over to his house later and look up online how to do that. Also windows 64-bit not working blew my mind and made no sense.

Well, the system is unstable so nothing is going to work as expected. It sounds like you're in a little over your head. You should spend some time studying the motherboard owners manual. It will tell you how to enable the XMP profile for the RAM. It will also tell you which ram slots you're supposed to use.

I found that, it said use the first and 3rd slot. Thanks for the reply ill give it a shot when i go back over there. And admittedly I am over my head a little with this motherboard but have to learn somehow.
