I can not get decent performance of Deepcool Lucifer

I've bought Deepcool Lucifer CPU Cooler but this cooler's performance is not good that I accepted from it my cpu's tempreture before and after is nothing changed so what's wrong with that also I can not able to overclock my 4770k with 4.0Ghz when I raise the slider 4.1ghz my system can not start only black screen I've Intel DZ87KLT-75k Board 24 GB Corsair Vengeance RAM Corsair CMPSU 800Watt HP Nvidia Quadro 4000 2GB DDR5 Graphic Card so what's going wrong ? and one more question I apply Deepcool Lucifer's Thermal Paste All of them to processor some times my system restarts I double check my cooler's fitting its fitted well only I doubt it's thermal paste can I apply only one drop or all the paste I apply All Paste to Processor then fit this cooler but can not get better performance Temperature My Intel Stock Coolers and this coolers temp is same nothig can be changed what happend? I don't know now what should I do?

Putting too much paste on your CPU can hinder performance as much as putting too little perhaps even more. Your idle temperatures are not ones you need to worry about, but your full load temperatures. As far as overclocking goes, you need to follow a strict guide to OC your CPU and get a stable overclock. Cooling has nothing to do with how much your CPU can OC other than keeping the temperature in check once its running a stable overclock.

I don't know about overclocking for my system. Could you help me to guide how to overclock stable? My System is:

So can I remove extra paste from my processor and then attach cpu cooler to it? How much paste I need to Processor ? I apply all my thermal paste to processor (My Cooler is Dancing Over Processor). How much paste I need to apply processor now do I need to clean all paste from it and reapply small amount again?

There are many methods on how to apply paste on the web, and for many its personal preference. What you should do is use isoprpyl alcohol to clean the heatsink as well as your cpu and then use one of the methods to apply paste. As far as overclocking there are also many guides out there but what speed you can achieve depends on the CPU you have, just because someone can get 4.8ghz on their 4770k does not mean you can as well.
