Can I run GTA 5 on my pc?

Hello!
Here are my system specs:
Intel Core 2 Quad Q9400 2.66GHz
Ram: 8GB
Nvidia Geforce GTX 650 2GB
Windows 7- 64 bit
[1280x1024]
If I can? On what settings and fps aproximately?? Please answer.

GTA V hasn't even been Officially announced let alone System Requirements being released.

You might be able to play on low only because your playing at 800p. Depends on how much the Developers/Drivers Optimize the game, what settings and GPU Features are available and what not. Regardless we cant give anything approximate

We cant tell you how many FPS again because GTA V on PC is still nothing but a rumor.

The GTX 650 is a High end Low end card, And the Core 2 Quad is starting to show some age.

So yeah....

Personally I do not think your PC would be able to run it even at low settings. With the exception of your ram and OS it is just to low spec to handle a Console Port like that. You really need to upgrade your whole rig sorry.
