GPU is running at PCI-E x4 instead of x16

I recently just upgraded from a GTX470 to a Gigabyte GTX770. My new 770 is in the first PCI-E16 slot of my ASUS P8Z68-v PRO/GEN3 mobo and only getting x4 v2.0 even on Render test and during gameplay. I'm getting lower FPS than I was expecting and I think that is the culprit.

There are no other cards in the other PCI-E slots. My CPU is an i5-2500k OC'd to 4.3ghz and I have 8gb of RAM.

I've updated my GPU and Bios Drivers so far. Only thing I havent really done is reset my BIOS, but I wanted to see if their were any other Ideas.

I had that problem once with my GTX 670's. No matter what I did would change it. I even re-installed Windows and it did not change. As a last ditch effort I set the BIOS to Optimized defaults and that fixed it. Not sure what the real problem was but I have not had the problem again. Thing is there was nothing that I had changed in the BIOS in the first place to cause it. It would be worth a shot. Also make sure that the PCI-E in the BIOS is set to gen3. I know on my Asus Z77 Sabertooth I can set them to gen3 or gen2.

I looked into the BIOS and the only PCI-E options I can find involve the 3rd slot and choosing between "Auto" "x4" and "x1. Nothing about Slot 1 or 2.

I guess ill just try to restore to default or reset the whole Mobo
