Powercolor 7970 OC doesnt work in a 970 extreme4 motherboard?! and a second question.

Ive had this issue for a month or 2 now... i know the 7970s are discontinued, so i cant return it... but here is the issue.

I know how to install GPU's, so thats not the issue.

I put it in, plug it all in and all that... turn the PC on, it turns on for like... 5 seconds, the case fans are spinning, the GPU fans are spinning... then it turns off... i was confused, so i turned it back on after a few seconds of pondering, the LED's turned on for a split second, then off.... i even tried a different slot...

2 days later, i went to my friends place, where he had a different build... diff mobo, more power etc, he put it in, turned it on, exact same as stated above, pc was on for a few seconds, then off, he turned it on again, and same thing happened, split second on, then off...

This month, i decided to upgrade my bios, and thought "hmm, maybe this might make it better for the 7970" nope... same issue...

does anyone have any ideas?

second part of the question is...

Is my current build obsolete for gaming in 2014? (budget)

CPU: AMD FX 6300 @ 4.8 (greatest achievement with this PC, as im not fond of OCing)
GPU: XFX OC 7770 1GB GDDR5
RAM: 32GB DDR3 corsair 1800 RAM
MoBo: Extreme4 ASROCK 970 (with latest BIOS)
PSU: 800W Corsair GS800

please answer... it was an expensive card (i get money from the government from unemployment... australia sucks -.-) so it took a while to save.

i tried asking them to return it but because the R9 series is out, they wont accept it....
